*[Abstract] *This seminar intends to foster the awareness of Systems
Engineering and introduce the International Council for Systems Engineering
Systems Engineering (INCOSE) to the SDSU community of faculty and students.
Systems Engineering is an interdisciplinary field that offers systematic
approaches to engineering and engineering management, focusing on how to
design, integrate, and manage complex systems over their life cycles.
Systems engineering cuts across all areas of sciences, including
mechanical, electrical, information technology, aerospace, medical
sciences, and many others.
INCOSE is a professional organization connecting systems engineers
throughout the world. Approximately 17,000 members strong, INCOSE promotes
the exchange of systems engineering knowledge and techniques to solve
challenging problems across industry, government and academia. INCOSE has
74 chapters in 35 countries (42 in the USA), and over 50 specialized
working groups covering a wide variety of interests, from Automotive
systems and Space Systems, to Social Systems and Model Based Systems
Engineering (MBSE). With numerous national and international presentations
and conferences, educational, networking, and career-advancement
opportunities abound. INCOSE also offers professional certification via
their multi-level professional Systems Engineering Professional (SEP)
certifications program.
The SDSU Department of Aerospace Engineering and the San Diego Chapter of
INCOSE are planning to form an INCOSE student chapter at San Diego State
University, with the intent of offering SDSU students and professors the
opportunity to engage with the INCOSE systems engineering community, and
participate in Systems Engineering presentations and socials. In addition
to promoting the awareness of the discipline of Systems Engineering, this
seminar also intends to encourage SDSU faculty and students to get involved
in Systems Engineering activities.

*[Bio of the speakers]* *Mr. Greg Bulla, 2020 INCOSE San Diego President*,
has worked in software engineering and systems engineering domains for over
20 years. He currently supports the Naval Information Warfare Systems
Command (NAVWAR) Headquarters division in conducting technical systems
engineering reviews of large DOD programs. Greg’s professional software
experience includes the planning, design and development of time-critical
targeting software, intelligent software agents, and tactical radios, and
has directly contributed to the following programs: U.S. Navy’s Littoral
Combat Ship (LCS), Global Command and Control System (GCCS), Distributed
Common Ground System-Navy (DCGS-N), and a U.S. unmanned ship program. His
education includes a Bachelor degree in Aerospace Engineering and Master’s
degree in Computer Science (from SDSU). He holds active INCOSE Certified
Systems Engineering Professional (CSEP) certification.

*Mr. Abbas Rostami, INCOSE San Diego Past-President (2019)*, is a Senior
Systems Engineer and Architect with considerable experience in software
engineering and development, System Architecture and Modeling,
Business/Project Planning and Implementation. During his long career
history, he has worked for defense and commercial industries with
international settings including, Cubic Corp, SAIC, L-3 Communications, and
Boeing Corp. He has extensive experience in requirements specifications and
management, concept development, and the full System Development Life Cycle
(SDLC). Mr. Rostami has developed courses in Software Processes and Tools,
Object Oriented Technology (OOT) and has taught at the National University
(NU) School of Engineering and Technology, from 2001 to 2007. Since 2014,
he has been participating in various startup activities to contribute to
the new business modeling and strategic planning based on the Value
Delivery Modeling Language. Mr. Rostami is providing technical services to
Meaningful Evidence (ME) for research and implementation of an innovative
Strategic Planning/Modeling tool based on the Integrative Propositional
Analysis (IPA) concepts.

*Mr. Frank Lacson, INCOSE San Diego President-Elect (2021)*, is a Human
Factors Subject Matter Expert (SME) at Kapsuun Group, LLC, with over 12
years of experience in conducting Human Systems Integration (HSI) for DoD
projects and Programs of Record (PoR) for C4ISR and Enterprise Information
Systems for the Naval Information Warfare Systems Command (NAVWAR, formerly
SPWAR). Throughout his career, he has served as the end user advocate in
Integrated Product Teams (IPTs), working closely with System Engineering,
Logistics / Product Support, Software Engineers, Architecture, and Test &
Evaluation. Competency areas include: User Experience, Human Centered
Design, and DoD HSI policy and Standardization. He has served in leadership
roles with the Human Factors & Ergonomics Society (HFES), the User
Experience Professionals Association (UXPA) Los Angeles Chapter, and the
San Diego Smooth Dancers (a ballroom dancing organization). Mr. Lacson has
a Master and Bachelor degrees from the University of Illinois,
Urbana-Champaign. Frank also has a certificate in Systems Engineering from
UCSD Extension.
