(JPFP)

SYNOPSIS:  This is one of the sponsor's workforce development
projects for graduate students. It will incorporate science,
technology, engineering and mathematics (STEM) activities at each of
NASA's field centers and the Jet Propulsion Laboratory (JPL). The NASA
JPFP targets students majoring in STEM disciplines that are from
underrepresented/underserved groups, which includes women, ethnic
minorities and persons with disabilities. The NASA JPFP annually
offers a three-year fellowship for the Ph.D. program; two-year
fellowship for the Master's program and provides outstanding
opportunities for research, mentoring and networking. Students must be
citizens of the United States at the time of application and must be
enrolled or accepted in an accredited Master's or Doctoral program in
a NASA-related discipline.

OBJECTIVES:  The following goals will guide the accomplishment of
this mission: To develop U.S. science, technology, engineering, and
mathematics expertise in ethnic and gender groups that are currently
underrepresented in the STEM workforce; To offset financial barriers
for students underrepresented in STEM fields pursuing a graduate
education; To provide hands-on research experiences at NASA Centers;
To expose students to the salient aspects of professional and career
development; and to develop students' skill sets and competence in
applied science and engineering by providing collective and individual
outreach opportunities to the K-16 educational community.  The
applicant will administer a fellowship program comprised of a total of
sixty graduate students in the following fields: Aeronautics /
Aerospace; Astronomy; Bioengineering; Biology; Chemistry; Computers /
Computer Science; Earth Sciences; Engineering; Environmental Sciences;
Materials Sciences; Mathematics; Physical Sciences; Physics; Robotics;
Science and/or Math Education; Education Administration.

ELIGIBILITY
<p>Proposals will only be accepted from United States (U.S.)
not-for-profit education organizations that support post-secondary
education and are considered leaders in college and university student
enrollment, retention, and workforce development performance with U.S.
accredited institutions of higher education. Individual colleges and
universities are not eligible to apply, and are not eligible to serve
as proposal partners.</p>

FUNDING
<p>The period of performance for the award resulting from this
solicitation is for three years. The sponsor expects to award one
cooperative agreement under this Notice. The estimated annual value of
award to an individual nonprofit organization is approximately
$2,400,000 per year. From this, fellowships are funded as follows:
Masters program - $16,000/year; Ph.D. program - $22,000/year. This
amount applies to stipend. In addition, Fellows will receive tuition
offset payable to his/her academic institution in the amount up to
$8,500/year, to be paid in equal installments through the academic
