[Faculty] Engineering Valedictorian Vote Deadline: April 12th

We have a year to discuss this through proper channels.  Apparently we
didn't make very good use of this past year since the same comments
surfaced after the last election.  It is time to congratulate this year's
winner and put this email chain to rest.
