[Faculty] Approval of the Unified Assigned Time Policy for the CoE

Dear Andy,

I emailed the first draft of the document to the Department Chairs and the
College APP Committee on January 19. Immediately after that the Chairs
distributed and discussed the document in departmental faculty meetings.
Please check the minutes of the ECE faculty meetings and the Executive
Committee meetings that took place in January and February.  Department
chairs communicated the faculty comments (which were not many) to the
Executive Committee. The Executive Committee submitted the revised document
to the College APP Committee who then reviewed and approved it with some
changes.

In short, faculty have had access to this document since late January,
i.e., for over two months. I am sorry if you feel otherwise but I really
think that faculty have had ample opportunity to comment on this document
and should be ready to vote on it. Fortunately, the document is only two
and a half pages long (957 words) and we still have 15 hours left before we
call the meeting to order.
