[Faculty] statistical report on college of engineering research

I have compiled a statistical look at our research proposal activities for
the past year. It is a classic example of the Prado Principle or 80-20 rule.
That says 20% of the people do 80% of the work, or in the case of proposal
submission this past year 20% of our faculty carried over 70% of the
college's proposal activity. Many seeds for our future are being planted
with participation in Engineering Research Center preproposals and now
submission of 30 proposals with multiple investigators, and we will look to
have this improve the net harvest of funds in spite of a down economy.
